Use cursor pagination for additional pages and retain the publishing agency, license type, status, dates, and property-link scope.

Limits
- A premise license is not proof of ownership, tenancy, or an active lease.
- A reported license does not guarantee current legal compliance.
- Absence does not prove that no license exists.
